There are very few circumstances they need to be converted. For some reason everyone believes it's mandatory even though that has never been stated by anyone. It also hardly optimizes anything, in fact it lowers the precision of UVs, normals, and tangents/bitangents greatly which has been a problem for some NIFs.

They should just be regenerated with the CK. The 'old armor mods' were almost definitely using NiTriStrips even though they should not have, even for Oldrim. Strips are terrible but a lot of modders stuck by older asset pipelines and tutorials that were centered around using them.
